I think you've identified an important aspect of Blair's character and offered a perfect example of the connection between facts and his words.
Blair so clearly thinks, in all situations, he is terribly important, much resembling a vain young man raised by a slavishly doting mother.
He pours out speeches - an obsessive-compulsive torrent of them - and they mean almost nothing to people who understand the matters addressed.
Either he doesn't think about what he is saying, or he is a bit mentally unbalanced, or he simply doesn't know what he is talking about.
In any case, none of these qualities would suit him to be an envoy in the Middle East, and even less, leader of an important nation.
Oh well, he should be happy talking to numb-eared diplomats who've learned to sleep with their eyes open.
And he'll be kept in chauffeurs and bubbly which should keep Cherie from screaming too often.
