Truly nonsense written by someone who doesn't even
understand the subject.
Russia was an early signer of the treaty, and to this day
supports the ICC's principles.
Russia is withdrawing because the ICC has absolutely not
lived up to its principles. It has been close to a complete failure in fact.
By the way, the countries which originally refused to sign
the ICC treaty are some of the world's worst offenders.
