While I agree completely with the sentiment, the words do not reflect reality.

The essence of imperial government is non-responsiveness to the mass of people.

Were the United States to accept the author's view, where would it stop?

Vietnam? Cambodia? Iran? Guatemala? Panama? Somalia? Bahrain? Afghanistan? Cuba? Venezuela?  Iraq? Libya? Palestine? Chile? Ukraine? the Philippines? Etc., etc.

A brutal imperial power that never looks back and never apologizes, and it is really little more responsive to its own people than to those in the foreign lands it abuses.

Although it certainly has a very great deal for which it should apologize, a vast trail of death and broken lives and broken countries over decades.
